On May 13, 2015, the House Natural Resources Committee held an Oversight Hearing entitled “The Obama Administration’s CEQ Recently Revised Draft Guidance for GHG Emissions and the Effects of Climate Change.” Federal agencies are required by National Environmental Policy Act of 1969 (NEPA) to take a “hard look” at the “environmental consequences” of their actions. In December 2014, CEQ released a 31-page Revised Draft Guidance document to “provide Federal agencies direction on when and how to consider the effects of greenhouse gas (GHG) emissions and climate change in their evaluation of all proposed Federal actions…” Christy Goldfuss, the Managing Director of the White House’s Council on Environmental Quality, explained the reasoning behind the guidance while Wyoming Congresswoman Cynthia Lummis led the Republican criticism of the guidance.

Dr. Paula Gant, the Deputy Assistant Secretary for Oil and Natural Gas at the Department of Energy, touts American natural gas and explain's her agency's role in exports. The discussion took place at a March 25, 2014, House Energy and Commerce Subcommittee on Energy and Power hearing entitled, H.R. 6, the Domestic Prosperity and Global Freedom Act. H.R. 6, sponsored by Rep. Cory Gardner (R-CO), would essentially remove the Department of Energy's public interest review of liquefied natural gas exports. The issue has become controversial as the DOE faces a backlog of applications with no clear timeframe for processing. Republicans lined up behind Rep. Gardner's bill, while Democrats largely argued that the current DOE process should remain in place. On January 21, 2015, the U.S. House of Representatives passed a bill that is aimed at speeding up natural gas pipeline approvals. The bill, H.R. 161, the Natural Gas Pipeline Permitting Reform Act, would set a one-year limit on permit applications. The permits are granted by the Federal Energy Regulatory Commission (FERC). The bill would require all other federal agencies holding related permits to act within 120 days of FERC’s decision. If the other agencies do not act, the related pending permits are automatically granted. The bill passed by a margin of 253 to 169, with all Republicans and 14 Democrats voting for it.

With Congress in session, the Senators running for President were not able to attend and sent someone to talk in their place. Current Governors Chris Christie (New Jersey and Scott Walker (Wisconsin) touched on energy issues, as did former Texas Governor Rick Perry and former Senator Rick Santorum. Despite the location in Oklahoma, most candidates said true to their standard stump speeches, with occasional references to the importance of energy exports and overbearing federal regulations.
