It acts as a store of value, a medium of exchange, and as a unit of account. Money isn't just bills and coins. It can be anything that meets these three criteria. The US stock market reopened today after the longest weather related shutdown since the Great Blizzard of 1888. Today, Stephanie Ruhle of Bloomberg asked Terrence Duffy, executive chairman of CME Group, if the decision to shut down the market was influenced by the fear of losing investor confidence, citing scandals that occurred over the past year including MF Global, Peregrine Financial, and Knight Capital disasters. On the one-year anniversary of MF Global's collapse, we ask if justice is what's standing in the way of restoring confidence. MF Global customers still have not gotten all of their money back and regulators have not brought criminal or civil charges against anyone at MF Global. One may think Peregrine Financial customers were better off as the CFTC filed civil charges against the company and the CEO pleaded guilty to embezzling more than 100 million dollars from customers, as well as lying to regulators and mail fraud. However, you may be surprised to find out what is standing in the way for some trying to hold Peregrine Financial's regulators accountable. We talk with Larry Williams, a customer of Peregrine Financial, who tried to sue the self-regulatory organization the National Futures Association, only to find they cannot be sued. The fraud at Peregrine was going on under the nose of financial regulators for nearly 20 years according to a suicide note left by CEO Russ Wassendorf. While the Commodities Futures Trading Commission may hold ultimate authority over PFG, it's the National Futures Association that is in charge of day-to-day oversight. It reportedly audited PFG in 2010 and 2011 and found nothing amiss. The NFA is is not funded by taxpayers and it's not a government regulator. It is funded by members of the industry it regulates; however, because of the NFA's quasi-government function as a self-regulatory organization (similar to NASDAQ and the NYSE), it is extended absolute immunity, according to civil trial attorney Kurt Hallock. Meanwhile, the NFA reports its budget was 45 million dollars for FY 2011, with 30 million dollars going to employee compensation. Williams argues that despite cushy salaries for some at the NFA, there is nothing in their performance to show that they merit these hefty sums of money. Superstorm Sandy flooded streets, subways, homes, and buildings, and has caused power outages and fires across the northeast. Equecat, a firm that describes itself as providing "practical, state-of-the-art catastrophe risk modeling products and consulting services," assessed the economic damage of Sandy at up to twenty billion dollars; they estimate 5 to 10 billion of the total damage will be covered by insurance companies. This means major losses for the insurance industry, as well as possibly related securities. We talk to Steve Evans, founder and owner of Artemis, about the catastrophe bond market. He tells us how investors and other members of the financial community are hedged against extreme weather events, such as Hurricane Sandy, and how markets are prepared for the tail risks associated with the damages that ensue. Steve Evans consults and writes about catastrophe bonds, risk transfer, and more at Artemis.bm, the longest running news website devoted to the alternative risk transfer, catastrophe bond and insurance linked security and weather risk management markets. And in today's "Loose Change", Demetri and Lauren banter about this very catastrophe weather market, and what the benefits, as well as the pitfalls, may be. They discuss the underlying commonalities that exist in all of these new financial markets, specifically the artificially low rate environment that incentivizes outsized risk-taking, irrespective of how sound the initial market idea is. And switching to another market that recently trigged all sorts of insurance with its devastating tsunami and subsequent nuclear meltdowns, Japan's taxpayers might be surprised to find out that the government spent funds intended for reconstruction after the 2011 earthquake and tsunami on unrelated projects. These projects include an ad campaign for Japan's tallest building and support for whaling research, according to a widely reported audit.

The Center for Global Development, in partnership with the UK-based organization Social Finance, has formed a working group to explore a new development financing mechanism, Development Impact Bonds (DIBs). DIBs would provide upfront funding for development programs by private investors, who would be remunerated by donors or host-country governments—and earn a return—if evidence shows that programs achieve pre-agreed outcomes. The idea is based on the model of Social Impact Bonds, recently piloted in the UK as a way to shift incentives and accountability to results, transfer performance risk to the private sector, and increase efficiency in program implementation. The Development Impact Bonds Working Group will investigate whether a similar model can be used to improve international development outcomes and will produce recommendations for the design of Development Impact Bonds.
