The GATT/WTO has played a central role in coordinating trade policy across countries via multilateral trade negotiations since WWII. Since 1947, the GATT/WTO has also grown in its membership from a small set of 23 (mainly developed) countries to a roster that now includes more than 150 countries. Not only have tariffs been lowered substantially from their historical high (witnessed during the Great Depression), but nontariff barriers have also become increasingly regulated under the GATT/WTO. Meanwhile, global trade flows have increased exponentially at a rate above the growth rate of merchandise output. Yet, we are seeing rising sentiment against globalisation and an impasse in multilateral trade talks. It is thus extremely important to provide a historical assessment of what the GATT/WTO has imparted to the world economy. In addition, the system is found to have reduced income disparity across countries, thus the GATT/WTO has improved the global welfare in a progressive way.

At a meeting of the World Trade Organization, major US trade partners have warned about the consequences of a possible U-S decision to impose additional tariffs on car imports. Japan says such moves and their countermeasures could seriously jeopardize the survival of the multilateral trading system. Over 40 W-T-O members, including the European Union, have warned that the U-S action could wreak havoc on the world market. Russia says the U-S is losing its reputation as a reliable trade partner. Several countries, including China and Canada, have expressed similar concerns. Washington is conducting a national security study that could lead to tariffs on imported cars and car parts. Major Determinants of World Agricultural Trade by Dr. Stephen Devadoss  Texas Tech University

Agricultural world trade is heavily impacted by comparative advantage, trade policies, domestic farm policies, gravity factors, and transport costs. Comparative advantage is determined by Ricardian productivity differences and Heckscher-Ohlin (H-O) factor endowment differences. The technological difference serves as a source of comparative advantage. In addition to research and development, institutional factors such as transparency, corruption and bribery, political stability, and business climate can also impact technology and thus comparative advantage. A country with a strong and effective institution will most likely be more productive, and hence, has a greater potential to trade. The other source of comparative advantage is factor proportional differences as put forth by the H-O theorem which states that a country will export a commodity that uses the abundant factor of production intensively. Trade policies such as import-restricting policies (tariffs and quotas), import-augmenting policies (import subsides), export-restricting policies (export taxes and quotas) and export-augmenting policies (export subsidies) are among the common trade policies widely enacted by countries to influence agricultural trade. Countries also extensively subsidize domestic production by providing output price and income supports and input subsidies. Agricultural subsidies by exporting (importing) countries promote production and boost exports (curtail imports). Gravity factors such as transport costs, gross domestic product, regional trade agreement, etc. are major determinants of bilateral trade. This study quantifies the impacts of these factors on agricultural trade. The findings indicate that corruption, political instability, trade policies, and distance significantly lower agricultural trade. In contrast, farm policies, factory endowments, GDP in the exporting countries, GDP in the importing countries, free-trade agreements, and legal enforcements augment farm commodity trade. About the Speaker: Dr. Stephen Devadoss is Emma Beth Thompson Endowed Professor in the Department of Agricultural and Applied Economics at Texas Tech University. He received his PhD in Economics from Iowa State University. Dr. Devadoss conducts research in crop insurance, international trade, industrial organizations, econometrics, production economics, marketing, policies, natural resource, and environmental economics. His teaching expertise includes international trade, microeconomics, macroeconomics, econometrics, dynamic optimization, and industrial organization. Dr. Devadoss is a 2019 recipient of the Lifetime Achievement Award from the Southern Agricultural Economics Association in the United States for his outstanding contributions to research, graduate and post-graduate teaching, and post-graduate advising. Dr. Devadoss was bestowed upon the 2010 Western Agricultural Economics Association Fellow in the United States for his sustained service in research, teaching, and advising. Furthermore, Dr. Devadoss has received 14 research awards (including several outstanding journal articles), 17 teaching awards, (including Agricultural and Applied Economics Association’s Post-graduate Teaching and Graduate Teaching Awards), and 21 post-graduate advising awards. Dr. Devadoss has published more than 120 refereed articles in reputed agricultural economics journals. Some of his publications have also appeared in general economics journals. In addition, he has helped his graduate students to publish more than 70 journal articles and receive 50 awards (including 10 Agricultural and Applied Economics Association’s Outstanding Dissertation and Agricultural and Applied Economics Association’s and Western Agricultural Economics Association’s Outstanding M.S. Thesis awards).

A trade bloc is a type of intergovernmental agreement, often part of a regional intergovernmental organization, where regional barriers to trade, (tariffs and non-tariff barriers) are reduced or eliminated among the participating states. Historic economic blocs include the Hanseatic League, a trading alliance in northern Europe in existence between the 13th and 17th centuries and the German Customs Union (Zollverein) initiated in 1834, formed on the basis of the German Confederation and subsequently German Empire from 1871. Surges of trade bloc formation were seen in the 1960s and 1970s, as well as in the 1990s after the collapse of Communism. By 1997, more than 50% of all world commerce was conducted within regional trade blocs. Economist Jeffrey J. Scott of the Peterson Institute for International Economics notes that members of successful trade blocs usually share four common traits: similar levels of per capita GNP, geographic proximity, similar or compatible trading regimes, and political commitment to regional organization. Advocates of worldwide free trade are generally opposed to trading blocs, which, they argue, encourage regional as opposed to global free trade. Scholars and economists continue to debate whether regional trade blocs are leading to a more fragmented world economy or encouraging the extension of the existing global multilateral trading system. Trade blocs can be stand-alone agreements between several states (such as the North American Free Trade Agreement (NAFTA)) or part of a regional organization (such as the European Union). Depending on the level of economic integration, trade blocs can fall into different categories, such as: preferential trading areas, free trade areas, customs unions, common markets and economic and monetary unions.

The inauguration of the 45th president of the United States came with a pledge to use the first 100 days in office to overturn the applecart on trade, creating a major diplomatic headache for America’s northern neighbour. While Mexico and China are in the "crosshairs" of US President Donald Trump, Canada risks getting "sideswiped" by Washington’s about-face. Trump wasted little time once sworn in, using his first few days in the Oval Office to sign an executive order pulling out of the 12-nation Trans-Pacific Partnership, and turning his sights on the North American Free Trade Agreement. With Canada’s cabinet and diplomatic corps weighing the avenues available to them, Dan Ciuriak and Patrick Leblond, international trade experts with the Centre for International Governance Innovation, sat down in Ottawa for a conversation about "trade with Trump." “The question is: Will there be a trade shock facing Canada,” says Ciuriak, who cautions that throughout history, Washington's northern trading partner has “repeatedly faced trade shocks from the United States.” “The Americans have taken measures in the past when they felt they were getting a raw deal from the international system,” he says, with Leblond adding that Canadian policymakers and businesses need to create a "common front" that makes the case in favour of maintaining open trade between Canada and the US. Both experts urge Ottawa to think twice before retaliating against Trump and risking an escalating trade war with Washington.
