Europe needs payment systems independent of US, German FM says Europe needs to set up payment systems independent of the United States if it wants to save the nuclear deal between Iran and major powers that was abandoned by President Donald Trump, German Foreign Minister Heiko Maas said. "That's why it is indispensable that we strengthen European autonomy by creating payment channels that are independent of the United States, a European Monetary Fund and an independent SWIFT system," Maas wrote in the Handelsblatt business daily. "Every day the deal is alive is better than the highly explosive crisis that would otherwise threaten the Middle East," he added in the article to be published on Wednesday. The Belgium-based SWIFT global payment network that facilitates the bulk of the world's cross-border transactions shut out Iran in 2012 after the United States and EU agreed to impose sanctions on the Islamic Republic over its nuclear activities. The 2015 agreement between Iran and world powers lifted international sanctions. In return, Iran agreed to restrictions on its nuclear activities, increasing the time it would need to produce an atom bomb if it chose to do so. It has long denied having any such intent. Trump withdrew the United States from the deal - signed before he took office - in May, calling the agreement deeply flawed and imposing new sanctions earlier this month. European powers have been scrambling to ensure Iran gets enough economic benefits to persuade it to stay in the deal. This has proven difficult, with many European firms wary of far-reaching U.S. financial penalties. Iran urged Europe this week to speed up efforts to salvage the nuclear accord after French oil group Total formally pulled out of a major gas project. Trump's decision on Iran and his imposition of tariffs on steel and aluminum imports from the European Union have strained relations between the U.S. and its European allies. "Given the circumstances, it is of strategic importance that we tell Washington clearly: we want to work together," Maas wrote. "But we will not allow you to hurt our interests without consulting us." The EU has vowed to counter Trump's renewed sanctions on Iran, including by means of a new law to shield European companies from punitive measures.

Clearing House Interbank Payments System
The Clearing House Interbank Payments System is a United States private clearing house for large-value transactions. By 2010 it settling well over US$1 trillion a day in around 250,000 interbank payments. Together with the Fedwire Funds Service, CHIPS forms the primary U.S. network for large-value domestic and international USD payments. CHIPS transfers are governed by Article 4A of Uniform Commercial Code. Unlike the Fedwire system which is part of a regulatory body, CHIPS is owned by the financial institutions that use it. Banks typically prefer to make payments of higher value as long as they are less time-sensitive in nature by CHIPS instead of Fedwire, as CHIPS is less expensive. One of the reasons is that Fedwire is a real-time gross settlement system, while CHIPS allows payments to be netted. This video is targeted to blind users. What is CIVILand? How does it relate to the relevance and innovation potential of civil society for payment systems for ecosystem and cultural landscape services? CIVILand examines how economics incentives such as payments for ecosystem services (PES) can be developed and how they can be applied to preserve ES. Non-governmental initiatives, especially those from civil society initiatives are in the focus of interest. What is civil society's financial contribution to ES preservation? What innovative contributions do civil society initiatives make in the development and implementation of PES? CIVILand pursues these issues by comparing Germany, Great Britain, and the U.S. This event is part of the weekly Gund Tea Series, an opportunity for affiliates of the Gund Institute for Ecological Economics and the broader University community to engage in robust discussion about topical research, current events, and relevant theory. How dangerous are diesel emissions? | DW Documentary
Diesel cars were long praised as being eco-friendly, now they are considered to be highly polluting. Strict EU limits on NO2 levels could lead to Diesel cars being banned. How dangerous are Diesel emissions really? Hundreds of thousands of people in German cities like Stuttgart and Cologne face the prospect of being unable to drive to work because of bans on most types of diesel cars in downtown areas. Environmental Action Germany says diesel emissions cause the premature deaths of 13.000 people each year in Germany. Yet the case is not as clear-cut as it might seem. Environmental Action Germany (DUH) is behind the wave of diesel driving bans facing German cities. The NGO has taken authorities here to court for exceeding legal levels of nitrogen dioxide emissions. These are much lower in the European Union than they are in the United States, for example. While 100 micrograms of NO2 per cubic meter are permitted in the US, EU rules stipulate that levels should not exceed 40 micrograms. But the relation between road traffic levels and emission levels is not straightforward. Recently, Oldenburg recorded record levels of nitrogen dioxide pollution on a day when the northern city’s downtown was closed to cars and trucks. Experts are also at loggerheads. While environmentalists cite World Health Organization studies, lung specialists like Stuttgart-based hospital consultant Dr. Martin Hetzel have called the diesel debate “pure panic-mongering”. The former head of the German Respiratory Society (DGP), Dr. Dieter Köhler, agrees. He says cigarette smoke and smoke from candles are much more harmful. And the case of Hamburg also shows that driving bans are no quick fix. Two months after the introduction of the diesel ban, NO2 levels in the northern German city had increased rather than dropped. Twelve million German drivers of diesel vehicles are feeling the pinch. How is it going?", Gref answers: "We discussed this issue at a meeting at the Central Bank. It requires changing a number of Russian laws, which could be done quite quickly. I think that, from the moment the amendments have been adopted, we are going to need from 2 to 6 months for sorting out technical issues before we can launch the national payment system." (Russian) M/S Vladimir Putin and German Gref SCRIPT Russia: Putin told that payment system could launch in 2-6 months Russian President Vladimir Putin discussed the establishment of a national payment system for electronic transactions when he met Sberbank CEO and Chairman of the Board German Gref in Moscow, Monday. Gref said that a number of legal amendments would have to be passed in order to establish this system. According to Gref, a draft law has already been submitted to the State Duma and Sberbank is already working with other banks on establishing a local hosting system that will link the different bank payment systems together. Gref said that once amendments to the law are passed, it will take from two to six months to organise processing centres that will provide payment, clearing and processing services for all types of card transactions.
