Politicians in the media often talk about the private and public sectors of our economy but what's the difference? And which one is more effective? The private sector is made up of businesses or corporations owned by people. The private sector includes malls, grocery stores, and your local diner. To make a profit in the private sector, businesses must earn our money by offering us products and services that we want or need. When businesses have to compete for the same dollars, prices go down because no one wants to pay twice as much for shoes at one store if you can get the same pair cheaper at another place. On the other hand, the public sector is not supported by profits. It doesn't have to compete for our dollars. Instead, the public sector uses our tax dollars to fund its services. So we pay for these programs no matter how much or how little we use them. The government decides how our tax dollars should be spent in the public sector. This makes sense for some things. For example, you probably wouldn't want firefighters or police officers competing with one another for your business. In other cases though, this means things cost more or service is worse. The U.S. Post Office has $100 billion in debt and is regularly bailed out with taxpayer money. And the Department of Motor Vehicles isn't usually known for fast, friendly service. In contrast, private companies know that if they offer poor customer service and don't make money, they'll go out of business. When comparing the private sector with the public sector, it's clear that the market-driven private sector is more efficient. When you don't have to be profitable or accountable, things tend to be more expensive and the service is worse. So when there's a choice between a private sector or a government service, think about that package you really need delivered.

Goldman Sachs employees have been indicted with alleged involvement in a vast fraud involving the diversion of billions of dollars from Malaysia’s state development fund 1MDB. Over several years, billions of dollars were allegedly diverted through a network of offshore financial centres and with the assistance of major international financial firms. Goldman Sachs is under investigation by the US Department of Justice, one of its senior employees has pleaded guilty to charges of bribery, conspiracy and money laundering, and the Malaysian government is seeking US$7.5 billion in reparations. It’s not the only large global bank in trouble. Credit Suisse employees have recently been charged with fraud and overseas bribery involving a US$2 billion loan to Mozambique. This panel brings together Bradley Hope, a financial journalist at The Wall Street Journal and Pulitzer Prize finalist who investigated the Malaysia 1MDB scandal, with academic experts with extensive knowledge of global finance and offshore financial centres. Are the recent scandals isolated incidences involving rogue employees, or are they symptomatic of wider weaknesses in global financial regulation? What steps have governments taken nationally and internationally to prevent fraudulent use of the international financial system? What more needs to be done? About the Bank Established on 26 January 1959 under the Central Bank of Malaysia Act 1958 (Revised -1994). It is a statutory body wholly owned by the Government of Malaysia with the paid-up capital progressively increased, currently at RM100 million. The Bank reports to the Minister of Finance, Malaysia and keeps the Minister informed of matters pertaining to monetary and financial sector policies. Roles and Functions Among the major role of the Bank is the prudent conduct of monetary policy, which has seen generally low and stable inflation for decades and thereby, preserving the purchasing power of the ringgit. The Bank is also responsible for bringing about financial system stability and fostering a sound and progressive financial sector. There is now in place a well diversified, comprehensive and resilient financial sector, that is able to meet the increasingly sophisticated needs of consumers and businesses, and which has become a growth driver in the economy. The Bank also plays a significant developmental role, including development of financial system infrastructure with major emphasis placed on building the nation's efficient and secured payment systems as well as the necessary institutions (including Securities Commission, KLSE, now known as Bursa Malaysia and Credit Guarantee Corporation) which are important towards building a comprehensive, robust and resilient financial system. The Bank actively promotes financial inclusion, which has led to improved access to financial services for all economic sectors and segments of society, thereby supporting balanced economic growth. Other important roles of the Bank are being a banker and adviser to the Government, playing an active role in advising on macroeconomic policies and managing the public debt. It is also the sole authority in issuing currency as well as managing the country's international reserves. The roles of the Bank are supported by 37 departments/units in the Bank covering seven functional areas as follows: Economics & Monetary Policy Primarily provides good technical and research support on growth-related issues to enhance formulation of monetary and credit policies in promoting monetary stability and ensuring the availability of adequate credit to finance economic growth. Investment and operations Manage domestic liquidity and exchange rates to ensure that monetary policy targets are achieved as well as managing external reserves to safeguard its value and optimise its returns. It also has the responsibility of providing advice and assistance to the Government in the area of debt and fund management and contributing to domestic financial market development. Regulation Promote financial sector stability through the progressive development of sustainable, robust and sound financial institutions and financial infrastructure, thus enabling a competitive local financial industry to be resilient against the changing future environment as well as leads initiatives to enhance access to financing. It also formulates and implements policies and strategies towards building and positioning Malaysia as a premier integrated Islamic Financial Centre and enhance the financial capability of consumers. Payment systems Develop policies and strategies to promote reliable, secure and efficient clearing, settlement and payment systems in the country. Supervision Develop, enhance and implement an effective surveillance framework to ensure safety and soundness of financial institutions and to enforce sound practices in them. Organisational development Spearhead the Bank's strategic management, organisational-performance management and programme management functions to drive its performance-improvement processes and strengthening the capacity building of the Bank. It also leads and drives human resources initiatives and other strategic activities to ensure that the overall Human Capital Management framework is implemented effectively. Communications The communications function has assumed increasing importance in response to the heightened demands of the various stakeholders, seeking greater transparency and disclosure.

Singapore Banking Corruption for Indonesia and Malaysia
On March 18, Indonesia’s Finance Minister Sri Mulyani Indrawati (above) announced that the country’s Directorate General of Taxation will go after Indonesian wealth parked overseas, saying data indicate Indonesians have illegally moved Rp1.3 quadrillion (US$91.3 billion) worth of assets outside of the country. Sri Mulyani doesn’t have far to hunt, and multiple sources say her US$91 billion figure is a relatively paltry portion of the total. She can send her investigators to Singapore, an hour and 50 minutes away by any one of 35 flights a day, where, according to a 2014 Cornell University Southeast Asia Program study, at least 39,000 Indonesians worth US$4.1 million each were residing “semipermanently” and had stored non-home financial assets. The study put the total amount of Indonesian money in Singapore at a minimum of US$93 billion. According to one study, however, as much as an astonishing US$380 billion has been spirited out of Indonesia alone – 40 percent of Singapore’s total banking receipts
