This event occurred on June 6th at IWP with Ms. Lauren Lee Mitchell. Lauren Lee Mitchell is the Global Outreach Coordinator for Home School Legal Defense Association and the former Lead Legislative Assistant for HSLDA's Federal Relations team. She is the author of numerous articles and white papers on education issues, managed HSLDA's national anti-Common Core campaign, and is currently planning the 2018 Global Home Education Conference in St. Petersburg and Moscow, Russia. Mitchell is the editor of the Around the Globe e-newsletter, and a contributor to the Court Report Magazine. Her work and research focuses on the start-up of international homeschool grassroots organizations, as well as assisting asylum families escaping persecution for homeschooling in totalitarian and post-totalitarian states. Mitchell is a Patrick Henry College Leadership Scholar, Intercollegiate Studies Institute Honors Scholar, and a Harvard Summer Scholar. In various academic capacities, she has spoken to audiences across the United States, India, Canada, and at the European Union. Her philanthropic efforts include court advocacy for children through CASA, mentoring children with incarcerated parents, and raising awareness for children's health as an ambassador for Children's Miracle Network Hospitals.

Despite Russia often oppressing its own minorities, people often overlook Russian minorities in Estonia. In this video, we discuss how the history of Russian occupation in Estonia lead to the current situation. We investigate discriminatory policies enacted against the Estonian Russian minority in the areas of language, education, employment, travel, and citizenship, and how members of that minority subsequently try to move their way through life despite these blockades. This is our first time creating animated videos out of our weekly reports. US to ‘conquer Russia’ with soldiers’ education and uniform

Russia’s reunification with the Crimea has influenced budget of the US Department of Defence for the year of 2017. Report on the US defensive policy, which was presented by the Defence Secretary Ashton Carter, says that because of revival of Russia and its aggressive politics, they will have to put every effort into suppression of the Kremlin’s growing influence. It presupposes a build-up of combat forces in the territory of Europe. If it was not necessary before, now, taking into account growing influence and ‘aggression’ of Russia, it is just essential, the report says. Beside that, the US Armed Forces need a ‘strong and balanced strategic approach to suppress Russia’. That is the name of a chapter dedicated to the Russian Federation. It should be noted that the Department demanded $3.4bln for 2017 to ‘suppress Russia’s aggression’, that is four times as many as in 2016, when the sum made up $789m. The money will be directed at education of new military contingents, new uniform, a comfortable one which would let soldiers return home safe and sound, and the increase of the US Armed Forces units which are engaged against our country, including reservists. Here’s what school lunches around the world look like. Meals for kids in different countries are truly amazing and surprising! Every country has its standards for school meals. Some schools offer convenience food and snacks for lunch, and some cook set meals for students. What do you think the most popular ingredients of school lunches are? Well, how about octopus, kimchi, or chili? Are you curious what kids eat in South Korea? What they prefer in Turkey? Some of those lunches are quite unusual. Lunches are served on special trays. The two biggest sections of the tray are usually for soup and rice. Smaller sections are for salads, seafood, veggies, and fruit. - Japanese school lunches are almost the same as the South Korean ones: hot soup, rice, poultry or fish, salad, and milk. Students are not allowed to bring their food with them until they reach high school. - It's interesting that, though children in Turkey have 1 hour for lunch, cafeterias are rare in this country. So students either go home for lunch (which might be hard to do if you live on the other side of the town!) or take food from home. - Students in Thailand don't eat in the canteen, just like their "colleagues" from Japan. They are usually given soup, pork in sweet and sour sauce, rice, and a pudding wrapped in banana leaves. - Typical lunch served in the west of France looks very healthy. It is fish, spinach, potatoes, cheese, and bread. It is quite big as the French consider lunch the main meal of the day. - Finland takes school lunches very seriously. Every student is offered snacks during the morning and evening classes, as well as lunch. Children eat their lunches in a canteen where they can choose whatever they want from a large variety of dishes. - In Russia, students can have free breakfast from 9 a.m. till 12 p.m. Lunches after 12 p.m. are paid. Children sometimes have lunch at home if they live near the school. If it is a school lunch, it is usually soup, fish or meat with a side dish of rice or buckwheat, and compote. - Hungary is famous for its big portions in restaurants and cafes. Same goes for school lunches. Children have several courses, with, for example, noodle soup, baked beans with chicken, and nuts for dessert. - Israel schools have the policy of a healthy diet. The government banned fatty and sugary things from school lunches. But the thing is that children mostly bring their meals from home. - 60-70% of children in Colombia are given free nutritious lunches. Students of state schools eat one hot meal a day. Their typical meal consists of soup, rice or pasta, salad, meat, and fruit juice. - Before lunch, in the morning, children get snacks (crackers, breadsticks, fresh fruit, or homemade cookies). For lunch they get two courses: a first course is often pasta or rice with seafood or vegetables, a second course - fish, meat, or cheese. - Authorities in Australia fight against children's obesity. That's why products rich in sugar, salt, and fat are forced out of school menu. But you can find their healthier replacements such as sandwiches, sushi, corn and fruit available at any time. - Students in Chile have nice and varied lunches. An example can be a meal with rice, beef roll, French fries, salad, avocado, orange juice, and fruit in the sauce for dessert. The Determinants of Academic Salary in Russia

Ilya Prakhov Research Fellow: Center for Institutional Studies / International Research Laboratory for Institutional Analysis of Economic Reforms The Determinants of Academic Salary in Russia The main objective of this study is the identification and evaluation of activities of the professoriate which determine income of university staff. Using the data from the ‘The Changing Academic Profession’ project (CAP), we evaluate the structure of the contracts in Russia, where reforms in the higher education sector are currently taking place. The results show that in general, the number of publications (for example, edited books, articles in academic books and journals) positively affects academic salary, but for certain indicators of research activity the effects are ambiguous. The role of teaching (expressed in hours of teaching per week) is positive for the entire sample, for National research universities (NRUs) and male faculty, but insignificant for other subsamples. The role of administrative duties is of importance for academic salary: the effect is positive and differs from 15% to 51%. Seniority has a positive impact on a professor’s salary. The most consistent results were obtained for NRUs, where academic salary is determined by research activity (articles in academic journals), teaching activity and academic duties. Academic salary raises with seniority, which corresponds to the human capital theory (and alternative theories as well). Salary in NRUs reflects gender equality.

Skip ahead to main speaker at 1:54 Timothy Snyder is the Bird White Housum Professor of History at Yale University, specializing in the history of central and eastern Europe. He received his B.A. from Brown University and his doctorate from the University of Oxford, where he was a British Marshall scholar at Balliol College. He has also held fellowships in Paris, Warsaw, and at Harvard, where he was an Academy Scholar. A frequent guest at the Institute for Human Sciences in Vienna, he has spent about ten years in Europe. He speaks five and reads ten European languages. Among his publications are five award-winning books, all of which have been translated: Nationalism, Marxism, and Modern Central Europe: A Biography of Kazimierz KellesKrauz(1998); The Reconstruction of Nations: Poland, Ukraine, Lithuania, Belarus, 1569-1999 (2003); Sketches from a Secret War: A Polish Artist’s Mission to Liberate Soviet Ukraine (2005); The Red Prince: The Secret Lives of a Habsburg Archduke (2008); and Bloodlands: Europe Between Hitler and Stalin (2010). Bloodlands has won ten awards including the Emerson Prize in the Humanities, a Literature Award from the American Academy of Arts and Letters, and the Leipzig Award for European Understanding. It has been translated into twenty-five languages, was named to twelve book-of-the-year lists, and was a bestseller in four countries. Most recently Snyder helped the late Tony Judt compose a thematic intellectual history, entitled Thinking the Twentieth Century (2012), which is appearing in fourteen translations. Snyder is also the coeditor of two volumes: Wall Around the West: State Borders and Immigration Controls in Europe and North America (2000) and Stalinism and Europe: Terror, War, Domination, (2014). He is at work on four books: a study of the Holocaust, a biography of Marx, a global history of eastern Europe, and a family history of nationalism. His scholarly articles have appeared in Past and Present, the Journal of Cold War Studies, and a number of other journals; he has also written for The New York Review of Books, Foreign Affairs, The Times Literary Supplement, The Nation, and The New Republic as well as for The New York Times, The International Herald Tribune, The Wall Street Journal, and other newspapers. He takes regular part in conferences on Holocaust education and sits on the editorial boards of the Journal of Modern European History and East European Politics and Societies. He is a member of the Committee on Conscience of the United States Holocaust Memorial Museum and sits on the advisory councils of the Yivo Institute for Jewish Research, the Association for Slavic, East European, and Eurasian Studies, and other organizations.

He was awarded an honorary Doctor of Laws degree from the University of Massachusetts, Amherst, in 1985. Goldman was Kathryn Wasserman Davis Professor of Russian Economics (Emeritus) at Wellesley College. An expert on the Russian economy and the economics of high technology, he joined the Wellesley faculty in 1958. In 1998, the Wellesley College Alumnae Association awarded him its first Faculty Service Award. He was also Associate Director of the Davis Center for Russian Studies at Harvard University from 1975 to 2006. Goldman was known for his study and analysis of the careers of Mikhail Gorbachev and Boris Yeltsin. He was the author of over a dozen books on the former Soviet Union. A frequent visitor to the republics of the former Soviet Union, Goldman was present during the August 1991 coup attempt. He met with Mikhail Gorbachev, Vladimir Putin, and former Presidents George H.W. Bush and George W. Bush, as well as business leaders, diplomats, and government officials at the highest levels in both countries. Goldman taught American economics to students and general audiences while a Fulbright-Hays Lecturer at Moscow State University in 1977; and in 1980s, he was invited by the U.S. Ambassador to the former Soviet Union to deliver a series of lectures on behalf of the U.S. Government. He also spoke on several invitational tours in China and lectured throughout Western Europe and Asia. He was a consulting editor to the journal Current History. He wrote for publications as Current History, Foreign Affairs, The New York Times, The Washington Post, and The Harvard Business Review. His articles also appeared in The New Yorker, The Atlantic Monthly, and Science, and he was a frequent guest on CNN and Good Morning America. He appeared on The MacNeil/Lehrer NewsHour, Crossfire, Face the Nation, The Today Show, and Nightline. He wrote regularly for the Russian newspapers, Moscow News and The Moscow Times, and was often heard on National Public Radio. In 1991, Goldman was elected a Fellow of the American Academy of Arts and Sciences. He was a consultant to the State Department, the Environmental Protection Agency, the Council on Environmental Quality, the Ford Foundation, and numerous corporations. A director of the Century Bank and Trust Company, the Jamestown Foundation, and Trustee of Northeast Investors, Goldman was a member of the Council on Foreign Relations and the American Economic Association. Goldman served as a trustee of the Noble and Greenough School as well as The Commonwealth School of Boston and was past president of the Hillel Council of Greater Boston. He was also past president of the early music group Boston Baroque. Head of the Russian Ministry of Defence Sergey Shoygu has claimed that in course of operation of the Russian Aerospace Forces in Syria 35,000 fighters were annihilated. 9,000 fighters laid down their arms. The Russian Aerospace Forces also liquidated more than 700 training camps of the fighters in Syria. Speaking at the final meeting of the ministerial panel, where the President Putin takes part, Sergey Shoygu also stated that ready-to-fire launchers in the Russian Strategic Missile Troops make up 99%, which definitely allows to solve tasks of nuclear deterrence. Before that the Ministry of Defence also reported that modern Russian weapons had showed their reliability and effectiveness during the operation in Syria. Gena Sanja Handžar has been employed in the Centre for Educational Initiatives as a coordinator of education programs and trainer since 1998. In her years-long career she organized and conducted numerous trainings and worked on the development of training modules in different segments of child-oriented methodology, education for social justice as well as the Child-Friendly Schools concept. She co-authored several manuals for teachers, including Stories about Child-Friendly Schools, published by UNICEF; Toward Inclusion --Creating Inclusive Culture and Practice in Schools; The School that Educates, and a series of articles in national and international magazines. For more than 10 years Ms. Handžar has been involved in different ISSA projects in the countries of Southeast Europe and Central Asia as a certified trainer and module co-author. She is one of the authors of the latest ISSA publication, Principles of Quality Pedagogy -- Competent Educators of the 21st Century. She participated in the years-long process of drafting of these quality practice standards as a mentor, evaluator and certifier. Regina Sabaliauskiene is Director of the Centre for Innovative Education in Lithuania, an NGO dedicated to improving quality and accessibility of early care and education programs for children from birth through age 11. Ms. Sabaliauskiene earned her Master's degree in Applied Mathematics from the University of Vilnius. Ms. Sabaliauskiene is author of a great number of educational articles, methodological guidelines, training modules, normative documents in Lithuania. Prior to establishing the Centre for Innovative Education, she directed the Step by Step Program in Lithuania at the Soros Foundation -- Lithuania. Since 1998 she has served on several educational expert groups for the Ministry of Education in Lithuania. Ms. Sabaliauskiene has a particular interest in quality education, and, since 2003, she has been deeply involved in ISSA's Quality Early Education Program. She has served as a member of ISSA's Quality Early Education Initiative Task Force, a member of the ISSA Disabilities Task Force, a member of ISSA's Social Inclusion Task Force, and a member of the ISSA Pedagogical Standards Revisions Task Force. From 2005-2007, she served as the Regional Anchor for the Northern and Eastern European Region, responsible for the Quality Early Education Initiative in Belarus, Russia, Ukraine, Estonia, Latvia, Lithuania, Armenia and Azerbaijan. Since 2008, she has served as an expert and member of the Coordinating Committee of ISSA's Quality Early Education Program. From 2008-2011, she served as the ISSA Board member. Ms. Sabaliauskiene has served as a international trainer and consultant, providing technical assistance to ministries of education, international and national NGOs, and other organizations. Her main areas of expertise are teacher professional development, adult education, writing curriculum materials with a special focus on quality and inclusive education.

Berger, Associate Dean for Research and Engagement in the School of Education at University of Massachusetts Amherst (USA), participated in a 'Forum on strategies for improving the quality of higher education' in Colombia held May 9 at the Universidad de los Andes. The academic event was organized by Centro de Investigación y Formación en Educación (Cife) of Uniandes. Joseph B. Berger's scholarly interests focus on postsecondary educational leadership and organizational development. Most recently, his work is focused on improving tertiary educational systems and institutions in high need international contexts such as Egypt, Malawi, China, the Philippines, Russia, and Afghanistan. Domestically, his work focuses on the ways in which leadership, organizational, and policy structures influence college access and degree attainment, particularly for those students who have been traditionally under-represented in higher education. He has authored dozens of journal articles, book chapters, and research reports and served on the editorial boards of top journals such as Research in Higher Education, Journal of College Student Development, and Journal of College Student Retention. His work has generated more than $10 million in external funding from agencies and foundations such as the Nellie Mae Education Foundation, National Science Foundation (NSF), and United States Agency for International Development (USAID). The Russian Republic comprised sixteen smaller constituent units of autonomous republics, five autonomous oblasts, ten autonomous okrugs, six krais and forty oblasts. Russians formed the largest ethnic group. The capital of the Russian SFSR was Moscow and the other major urban centers included Leningrad, Novosibirsk, Yekaterinburg, Nizhny Novgorod and Samara. The economy of Russia became heavily industrialized, accounting for about two-thirds of the electricity produced in the USSR. By 1961, it was the third largest producer of petroleum due to new discoveries in the Volga-Urals region and Siberia, trailing in production to only the United States and Saudi Arabia. In 1974, there were 475 institutes of higher education in the republic providing education in 47 languages to some 23,941,000 students. A network of territorially organized public-health services provided health care. After 1985, the "perestroika" restructuring policies of the Gorbachev administration relatively liberalised the economy, which had become stagnant since the late 1970s under General Secretary Leonid Brezhnev, with the introduction of non-state owned enterprises such as cooperatives. The Russian Soviet Republic was proclaimed on 7 November 1917 (October Revolution) as a sovereign state and the world's first constitutionally socialist state with the ideology of Communism. The first Constitution was adopted in 1918. In 1922, the Russian SFSR signed the Treaty on the Creation of the USSR officially setting up of the Union of Soviet Socialist Republics. The 1977 Soviet Constitution stated that "Union Republic is a sovereign [...] state that has united [...] in the Union" and "each Union Republic shall retain the right freely to secede from the USSR". On 12 June 1990, the Congress of People's Deputies adopted the Declaration of State Sovereignty, established separation of powers (instead of Soviet form of government), established citizenship of Russia and stated that the RSFSR shall retain the right of free secession from the USSR. On 12 June 1991, Boris Yeltsin (1931–2007) was elected the first President of the Russian Federation, supported by the Democratic Russia pro-reform movement. The August 1991 Soviet coup d'état attempt with the temporary brief internment of President Mikhail Gorbachev destabilised the Soviet Union. On 8 December 1991, the heads of Russia, Ukraine and Belarus signed the Belavezha Accords. The agreement declared dissolution of the USSR by its original founding states (i.e. denunciation of 1922 Treaty on the Creation of the USSR) and established the Commonwealth of Independent States (CIS) as a loose confederation. On 12 December, the agreement was ratified by the Supreme Soviet (the Russian SFSR parliament), therefore Russian SFSR had denounced the Treaty on the Creation of the USSR and de facto declared Russia's independence from the USSR itself and the ties with the other Soviet Socialist Republ ...
