The definition of an accredited investor (if any), and the consequences of being classified as such, vary between countries. Generally, accredited investors include high-net-worth individuals, banks, financial institutions and other large corporations, who have access to complex and higher-risk investments such as venture capital, hedge funds and angel investments. The ostensible purpose of the status designation is to protect potential investors from risk. The assumption underlying accreditation is that individuals or organizations who qualify will have sufficient financial sophistication to understand and take on the risks associated with certain investment offerings. Laws may require that some types of financial offerings may only be made to accredited investors.

A notified body, in the European Union, is an entity that has been accredited by a Member State to assess whether a product to be placed on the market meets certain preordained standards. Conformity assessment can include inspection and examination of a product, its design, and the manufacturing environment and processes associated with it. For example, a notified body may designate that a medical device conforms to the E.U. Medical Devices Directive, which defines the standards for medical devices. With this Declaration of Conformity, the manufacturer can label the product with the CE Mark, which is required for distribution and sale in the E.U. Additionally, the E.U. member state accrediting the notified body will then inform the European Commission that the product complies with set standards (or not). More generally, a notified body is an independent, accredited body which is entitled by an authorized accrediting body. Upon definition of standards and regulations, the accrediting body may allow a notified body to provide verification and certification services. These services are meant to ensure and assess compliance to the previously defined standards and regulations, but also to provide an official certification mark or a declaration of conformity. The notified bodies system used by the European Union has been publicly criticized in some capacity since at least 2008 for issues such as: "a lack of uniformity in certification procedures and in the application of harmonised standards"; "the varying levels of expertise among notified bodies," including "differences in test results"; and "encouraging 'forum shopping' by sponsors to identify those notified bodies with the most lax operating standards." Discussion of further expanding coordination groups of notified bodies for different product areas, improving marketing surveillance, and making participation in standardization and coordination activities mandatory began within E.U. member states. However, more criticism would arise out of the Poly Implant Prothèse (PIP) scandal in early 2010, when media revealed that the French manufacturer of silicone gel breast implants had been using unapproved in-house manufactured industrial-grade instead of medical-grade silicone for most of its implants. Investigators also brought criticism down on notified body TÜV Rheinland for issuing a certificate of quality for a production process that didn't include the in-house industrial-grade silicone. However, TÜV stated "its remit was to check the production process, not the content of the silicone." The revelation had a ripple effect, causing both more criticism about the responsibilities of notified bodies and the regulatory process in general and more corrective action. The Central Management Committee was created in September 2010 "to develop the effectiveness of the regulatory system on medical devices in the E.U. by improving decision making among the national regulatory authorities." Then in February 2012, European Health and Consumer Policy Commissioner John Dalli called upon E.U. member states to take a hard look at the regulatory system, including how notified bodies play a part. His recommendations included properly verifying whether a notified body is capable of accurately assessing medical devices, improving how conformity assessments are conducted, and developing tools to enhance medical device traceability. The European Commission acted, that September revealing its proposed changes to medical device regulation, including expanded requirements on notified bodies, to be published in 2014 and go into effect in 2017. However, the Commission also opted to instate additional reforms — separate from its draft regulations — that would go into effect much sooner, asking notified bodies to perform unannounced visits to manufacturers and expand their device testing standards. At the same time the NB-MED (European Forum of Notified Bodies Medical Devices) coordination revised their Code of Conduct due to criticism.....

How Maritime Law is controlled by organizations, flag states and port states

This video will explain simple and in short the correlation between maritime rules and regulations, the international organizations as IMO and ILO, the flag states, the classification societies. Next to the role of these organization, all their different kind of auditors, inspectors and surveyors will be mentioned shortly. The IMO main tasks are to organise conventions and look after the ratification by her members. Another task of the IMO is to publish the conventions. The Maritime Labour Convention MLC is by origin from the ILO but organized by the IMO. Class Societies started in 1760 and are mandatory by the Solas. Nowadays there are 50 different societies and only 12 are forming the IACS, the International Association of Class Societies. The IACS publish their common rules but also their common interpretations of the different regulations. A class societies has their own set of rules about construction, maintenance and inspections. A class surveyor can perform surveys for the class and inspections and audits for the flag. The conventions via IMO like Solas, Marpol and Loadline are the minimum standard on a ship. The first who will add are the the Regions like EU ( e.g. wheel mark ). The flag will add regulations for example extra life suits. The class Society will add next to their technical rules also regulations about CO2 bottles, fire extinguishers etcetera. Also the owner and ship management will have requirements, about operation, maintenance, ISM, ISPS, MLC. The Region and Flag State mainly have auditors. Often the class surveyor act as inspector next to his task as surveyor. The surveyor can also have an accreditation as ISM, ISPS auditor and/or as a MLC inspector. Those auditors can also be directly from the flag state. The port state officer will inspect ships in their port on basis of the IMO conventions like SOLAS, MARPOL... The port state is the quality control of the IMO and check 'randomly' ships. The port state is the organization who can hold a ship. Every ship have different insurances like damage to hull and equipment, damage to cargo and insurance for oil spills. Vetting is invented by oil companies as a quality tool for their chartered ships and crew.

Professor Christine Parker explores the debate over how "free range" should be regulated in the context of the ways in which free range and organic eggs are actually marketed to consumers visually, in words and in logos on the egg cartons, retailer websites and the context of sale. There is currently a huge battle over how many layer hens per hectare should be allowed to be called "free range". The egg industry body wants to change its voluntary accreditation standard to allow up to 20,000 per hectare while the Free Range Farmers Association requires only 750 per hectare for its free range accreditation. In Tasmania, NSW and SA bills have been presented proposing mandatory labelling of free range, barn laid and cage eggs - as already occurs in the ACT, and the ACCC has taken a number of cases against egg producers and retailers for misleading labelling. Animal advocacy organisations continue to advocate for a complete ban on cage eggs. Christine Parker is Professor at the Centre for Regulatory Studies at Monash University and conducts socio-legal research on business responses to legal regulation and social responsibilities, the impact of regulatory enforcement on business, internal corporate responsibility systems, lawyers' ethics and the regulation of lawyers. The World Anti-Doping Agency accredits laboratories world-wide, based upon compliance with WADA’s Anti-Doping Code, the International Standard for Laboratories and the associated technical documents. This framework of rules and regulation encompasses both technical, administrative and financial requirements. Additionally, WADA monitors the effective implementation of these regulations via the requirement for independent ISO170265 accreditation, audits by WADA and successful participation in the WADA External Quality Assessment Scheme (EQAS). In practice, WADA accredited laboratories need to detect all prohibited compounds and methods by WADA for which there is a technical possibility. This requires that a WADA accredited laboratory these days possesses a wide-range of highly sophisticated technologies. Moreover, as WADA adheres to a zero-tolerance policy for most compounds, these methodologies need to be able to detect a comprehensive list of metabolites at low detection levels. The current presentation will focus on the quality requirements by WADA, the EQAS program and the methodologies used to detect the currently prohibited substances, as well as the recent progress in science and the events leading to suspension of laboratories. If you become a NICEIC domestic installer or approved contractor, you will undergo an inspection by the NICEIC where an area engineer visits your head office or home. Being fully prepared for your assessment is the key. By being organised, helps the area engineer in performing their task more efficiently. This means you can ask your own questions about technical standards, industry best practice and advice on how the NICEIC can support you in your business. General advice about how to prepare for your assessment: Office premises - usually the Area Engineer will need to see your office, whether this is within your home or a seaparate business address. Office procedures and paperwork - usually checked whilst at your office. Ensure that all relevant policies, procedures and insurances are documented and readily available to show the Area Engineer. Installation records - including installation certificates raised against completed work including building regulations notifications (where applicable). Technical qualifications - of the nominated Qualified Supervisor are also checked as part of the office assessment. WEST AFRICA QUALITY SYTEM PROGRAMME Support Program to the ECOWAS Quality Policy Funded by the European Union and implemented by UNIDO DAKAR HOSTS FROM JANUARY 29th TO FEBRUARY 1st, 2018 THE FIRST REGIONAL FORUM ON THE ECOWAS QUALITY INFRASTRUCTURE About 300 participants and forty companies expected Abuja, Nigeria, December 18, 2017- The ECOWAS Commission organizes in Dakar, under the patronage of His Excellency Mr. Macky Sall, President of the Republic of Senegal, the first edition of ECOQUAF, a Regional Forum dedicated to its Quality Infrastructure. Under the aegis of the Ministry of Industry and Small and Medium Industry of Senegal, ECOQUAF will gather at King Fahd Palace, from January 29th to February 1st, 2018, about 300 participants, including representatives of the fifteen (15) States members of ECOWAS and Mauritania, Morocco, Tunisia, regional and international quality institutions, technical and financial partners and national, regional and international civil society organizations. During this major meeting of quality actors, debates will be organized around the following topics: I. Development and implementation of Quality Policies; II. Financing Quality Infrastructure III. Major challenges of the main components of the Quality Infrastructure; IV. Promotion of Quality. As a reminder, the ECOWAS Commission has previously set up the necessary legal basis for any credible and sustainable Quality Infrastructure, notably through the adoption of the following three main texts: the ECOWAS Quality Policy (ECOQUAL), the Regulation C / REG.14 / 12/12 adopting the Harmonization Procedures of the ECOWAS Standards (ECOSHAM) and the Regulation C / REG. / 12/13 adopting the Regional Quality Infrastructure Scheme (IRQ) of ECOWAS. ECOWAS, through the Regulation C / REG. / 12/13, then created the Community Council of Quality (CCQ); the Community Committee for Conformity Assessment (CCEC); the Community Committee for Technical Regulations (CCTR) and the Regional Accreditation System (RAS). In order to make these structures operational, the Council of Ministers adopted in June 2017, seven (7) Regulations defining the operation of the SRA and the three Community Committees mentioned above, and authorizing the creation of the ECOWAS Quality Agency, called ECOWAQ, executive structure of the scheme. These structures were effectively formed as part of the meetings held last November in Abuja, at which their Presidents and Vice-Presidents were elected. The last step in this process of setting up the IQR structures will be to organize the first meeting of the ECOWAS Community Council of Quality as well as the ECOWAQ Constitutive General Assembly. These meetings will be organized as a prelude to the Forum, on January 29th, 2018. Design-based regulation and patient safety: A regulatory studies perspective Karen Yeung, and Mary Dixon-Woods Patient safety remains an important problem in healthcare, and an increasingly influential argument calls for technical or "design-based" solutions to prevent errors. We show how, by designing out the possibility of professional agency and discretion, design-based approaches may have significant social, political and ethical implications. Using design-based regulation is largely unproblematic when everyone agrees on constitutes good medical practice. But it becomes much more challenging when there is lack of consensus on what constitutes an error or on the appropriate solution. In today's highly litigious climate, compliance to the relevant standard for all types of plant and equipment is an essential basic safeguard for Local Authorities as a first line defence in all operations involving risk. Moreover, in the event of accidents, standards compliance can be a mitigating factor in subsequent insurance claims, providing evidence of best practice in the adoption of equipment. In the area of mobile waste containers, the relevant European Standard is EN840 - the most demanding specification for waste containers worldwide. Covering either 2 or 4 wheeled containers, with varying capacities and specifications, EN840, is the recognised standard that container manufacturers should adhere to. Why? Because it coincides with EN-1501 (refuse vehicles and their associated lifting devices), ensuring that containers and vehicles operate safely and efficiently. UK manufacturer Taylor has taken the lead on EN840 accreditation, by investing in its own Test House: the UK's only fully accredited R&D facility that ensures customers enjoy the most durable and safest waste and recycling containers in the world. The facility enables Taylor to offer users of its products the security of compliance with parts 2, 5 and 6 of the EN-840 standard, where applicable. This means that all Taylor 4- wheeled containers operate correctly when they are emptied into a refuse vehicle - if the container is picked up by the comb bar (frontal receiver) or by the din points (trunnions.) The ability to test its containers effectively also means that handles on Taylor waste containers are placed in the optimal areas for ergonomics and manoeuvrability. This design also enhances safety, by ensuring that a safe distance is maintained from any moving parts, when presenting the container to the lifting device. DOTR has given full authority to the LTFRB to regulate and supervise Transport Network Companies or TNCs and the Transport Network Vehicle Service or TNVS units that operate under them. In the Department Order, the DOTr recognized the establishment of the roles of TNCs and TNVS in providing transport services to the public, as well as promoting safe, reliable and efficient land transportation services in the country. As mandated by the law, the LTFRB was tasked to regulate and monitor the compliance of TNCs and TNVS with policies, laws and regulations. The LTFRB, such as the case for all public utility vehicles or PUVs, is in charge of issuing franchises, setting of routes, setting of operating conditions, and imposing fines, suspensions and cancellations when necessary. Fares, rates and other related charges will also be determined by the LTFRB after the public hearings and consultations in order to ensure that they are just and reasonable. Already, the LTFRB is processing applications for franchises to ensure that no colorum TNVS will be plying the streets. The LTFRB has been engaging with TNCs and TNVS operators and drivers far more than any other group over the past year.

The All India Council for Technical Education(AICTE) is the statutory body and a national-level council for technical education, under Department of Higher Education, Ministry of Human Resource Development.[3] Established in November 1945 first as an advisory body and later on in 1987 given statutory status by an Act of Parliament, AICTE is responsible for proper planning and coordinated development of the technical education and management education system in India. The AICTE accredits postgraduate and graduate programs under specific categories at Indian institutions as per its charter.[4] All India Council for Technical Education AICTE is vested with statutory authority for planning, formulation and maintenance of norms and standards, quality assurance through school accreditation, funding in priority areas, monitoring and evaluation, maintaining parity of certification and awards and ensuring coordinated and integrated development and management of technical education in the country as part of the AICTE Act No. 60 of 2004. The AICTE Act, stated verbatim reads: To provide for establishment of an All India council for Technical Education with a view to the proper planning and co-ordinated development of the technical education system throughout the country, the promotion of qualitative improvement of such education in relation to planned quantitative growth and the regulation and proper maintenance of norms and standards in the technical education system and for matters connected therewith.

These PPE regulations refer to ANSI standards as the safety criteria manufacturers must meet when producing eye, face, head, and foot protective equipment. OSHA requires employers to purchase personal protective equipment that bears the ANSI mark to ensure that the equipment provides the maximum protection for the wearers. OSHA does not include industry consensus standards in the regulations; rather, it refers employers to various consensus standards as the safety procedures and specifications that must be met in the workplace. This referral procedure is called "incorporation by reference." Incorporation by reference was established by statute and allows federal agencies to meet the requirement to publish regulations in the Federal Register by referring to materials already published elsewhere. The legal effect is that the material is treated as if it were published in full in the Federal Register and, like any other properly issued regulation, has the force of law. In some cases, OSHA may not incorporate by reference a particular industry standard, but it may hold employers to that industry standard under the General Duty Clause of the OSH Act, recognizing that the industry standard contains best practices the employer should use. For instance, ANSI/ISEA Z308.1, Minimum Requirements for Workplace First Aid Kits an Supplies, has not been adopted by OSHA. However, ANSI/ISEA Z308.1 provides detailed information regarding the contents and types of various first aid kits; OSHA has often referred employers to ANSI/ISEA Z308.1 as a source of guidance for the minimum requirements for first aid kits. Where an OSHA standard incorporates an old consensus standard, what is the significance of an updated industry consensus standard? Under OSHA's de minimis policy, where OSHA has adopted an earlier consensus standard, employers who are in compliance with the updated version will not be cited for a violation of the old version as long as the new one is at least equally protective. Remember, though, that where an OSHA standard incorporates an earlier consensus standard, the only way the OSHA standard can be changed to adopt the new version is through rulemaking. For example, OSHA’s aerial lift standard references ANSI A92.2-1969. Even though ANSI A92.2 has been revised, the OSHA aerial lift standard continues to require only compliance with the 1969 standard. There is no automatic adoption of the more current industry consensus standard. Industry consensus standards are just that, a voluntary standardization system for private industry. They set conformity and uniformity criteria for the development and manufacture of a great volume of products. This criteria is developed by committees of qualified representatives from industry, labor, and government agencies. In many instances, U.S. consensus standards are adopted in whole or in part as international standards. Some organizations that publish consensus standards include: American Conference of Governmental Industrial Hygienists; American Society of Agricultural Engineers; American National Standards Institute; American Petroleum Institute; American Society of Mechanical Engineers; American Welding Society; Compressed Gas Association; National Fire Protection Association; and Society of Automotive Engineers. Copies of the consensus standards may be purchased from the organization that issues them. OSHA’s Docket Office and each regional office also maintain copies of the standards referenced in the regulations. These standards are available for public review at those offices. What is NIOSH? NIOSH, the National Institute for Occupational Safety and Health, is an agency separate from OSHA. NIOSH is part of the U. S. Department of Health and Human Services. NIOSH, also established by the OSH Act, is the research agency for occupational safety and health. What is ANSI? It has been my honor to represent the people and communities of Legislative District 2. As one of the few legislators from Southern Arizona serving in the majority, in my freshman term I was able to sponsor and pass a number of bills directly benefiting our communities. Working with the town of South Tucson, we passed a measure to prevent further abuses of secondary tax levies. Working with the town of Patagonia, we were able to solve a flood control regulation issue. Working with the Green Valley Coordinating Council, we were able to give non-profit corporations the ability to use on-line voting. Working with the Santa Cruz County Provisional Community College District, we were able to solve an accreditation issue. As a career physics and math teacher, one of my top priorities is strengthening our public education system. In the last session, I helped spearhead the effort to restore funding for high school career and technical education, stood firm to protect education in the budget process, and fought to give parents the right to say no to excessive standardized testing. Together we must continue to address flaws in our education funding systems and insure our accountability systems are meaningful and effective. A native Tucsonan, with deep roots in Southern Arizona, I take representing the people and communities of our region seriously. I am focused on finding solutions, not politics.
