it mainly depends on the sound of the first letter, not on the letter itself.Here, the pronunciation of university is "you-ni-va-sity". the sound starts with y, not u (like in umbrella). Another example can be "a useful technique, not an useful technique".

Would you say “A United States soldier” or “An United States soldier” and why?

Lee, you would say "A United States soldier." I think this is because the "n" in "an" serves as a sort of liaison helping to fluidly connect two vowel sounds so you don't have that pause that happens when two vowels sounds are back-to-back. But certain words that start with "u" like "united" and "unicorn" for example, have a "yoo" sound, which sounds like a consonant, so no liaison is needed. A United States soldier helped a unicorn cross the road.
